The draft, which proposes amendments to the Capital Markets Law, aims to aggravate the sanctions against market distortions, insider information leakage and market fraud.

According to the news in Türkiye Newspaper, the Investor Risk Tracking System is planned to be established in the second quarter of 2027 in order to detect investor risks in advance.

CAPITAL MARKET LAW WILL BE CHANGED

Relevant institutions were requested to express their opinions quickly on the draft amendment to the Capital Markets Law, which was prepared to prevent stock market manipulations.

Following the work carried out by the State Supervisory Board, the draft is aimed to be presented to the Turkish Grand National Assembly.

The regulation aims to aggravate sanctions against market-distorting transactions, insider information leakage, trade and market fraud, and increase the deterrence of penalties. It is also expected that new provisions will be brought to the agenda to protect the rights of investors in case of liquidation of investment funds.

INVESTOR RISK TRACKING SYSTEM WILL BE ESTABLISHED

In line with the targets in the New Medium Term Program, it is planned to establish an Investor Risk Center and establish an Investor Risk Tracking System to monitor the risks in the capital markets in a holistic manner.

The aim of the system is to more closely monitor the risks arising from investors and investment institutions, to identify possible systemic risks in advance and to strengthen the early warning mechanism in the markets.

The program aims to install the system in the second quarter of 2027.

LEGISLATION ON INVESTMENT TRANSACTIONS WILL ALSO BE REVIEWED

Within the scope of regulatory studies, it is envisaged that investment services and activities, as well as the establishment and working principles of investment institutions, will be reconsidered.

It is planned to comprehensively review the legislation regarding capital adequacy obligations of intermediary institutions, purchases of securities on credit, short selling transactions and lending-lending practices.

The new regulations aim to strengthen supervision in capital markets, prevent irregular transactions and protect investors’ rights more effectively.
