National Cyber ​​Security Strategy and Action Plan, in the Official Gazette: 18 targets determined

Minister of Transport and Infrastructure Abdulkadir Uraloğlu announced that the preparations for the National Cyber ​​Security Strategy and Action Plan (2024-2028), Turkey’s vision document in the field of cyber security, were completed with the contributions of relevant institutions and organizations under the coordination of the Ministry of Transport and Infrastructure and published in the Official Gazette.

Minister Uraloğlu, who noted that cyber security studies continue uninterruptedly while technological developments are advancing at a rapid pace, said, “We are carrying out devoted technical studies and building our policies and strategies to protect our cyberspace 24/7 against cyber risks and threats that are developing and becoming more complex with new technologies. In the National Cyber ​​Security Strategy and Action Plan covering the period 2024-2028; we have determined our strategic goals and objectives shaped around the themes of human, defense, deterrence and cooperation. With this document, we will add new ones to the achievements we have achieved in the field of cyber security.”

THERE ARE 18 TARGETS

Uraloğlu, who provided information about the components that make up the National Cyber ​​Security Strategy and Action Plan in his written statement and underlined that the plan was prepared in a structure aimed at transforming the strategic cyber security approach into concrete gains, said, “Within the National Cyber ​​Security Strategy; we determined 6 strategic goals based on the themes. We have 18 national cyber security goals planned to be achieved in line with our strategic goals. Our action plan is also ready. 61 action items have been prepared that include the comprehensive work we will do for our goals.”

Providing information on strategic goals, targets and work to be done, Minister Uraloğlu emphasized that cyber threats with increasing complexity and frequency could cause large-scale economic losses, loss of life, national security gaps or disruption of public order, and said, “We aim to strengthen defense against cyber risks and threats by increasing cyber resilience. In order to ensure cyber resilience, it is important to implement risk-based analysis approaches that identify and evaluate security risks, as well as emergency and business continuity planning. Our work to increase our cyber resilience level continues with national and international exercises.”

USE OF ARTIFICIAL INTELLIGENCE

Minister Uraloğlu drew attention to the fact that cyber defense activities should be carried out proactively based on the early detection and prevention of risks and threats, and said, “We aim to increase national capacity and capabilities for the detection of cyber security vulnerabilities, notification to relevant parties and sharing of up-to-date cyber threat intelligence, and to ensure early detection and prevention of elements that will threaten national cyber security with artificial intelligence and big data infrastructures.”

Stating that the secure use of information and communication technologies has become an increasing necessity all over the world, Uraloğlu said, “The rapidly increasing number of connections with 5G and Internet of Things technologies, developments such as the use of cloud computing; require the determination of measures with the understanding of ‘zero trust’ in order to be protected against increasing risks and threats. In addition, with the integration of new technologies into cybersecurity studies, it becomes a necessity to evaluate technology in two ways.”

Minister Uraloğlu, emphasizing the importance of local and national technologies in the fight against cyber threats, said, “The technologies we produce locally and nationally with the principle of security from design onwards make a difference. By using local and national cyber security services, we will reduce external dependency and contribute to our national security and economy. We want to increase the share of our products and services in world markets and contribute to all of our country’s goals within the scope of cyber security technologies.”
