Accordingly, while central government budget expenses were 569 billion 211 million liras in October 2023, they increased by 67.9 percent to 955 billion 478 million liras in the same month of this year. Thus, 8.6 percent of the 11 trillion 89 billion 37 million lira appropriation foreseen for central government budget expenses in 2024 was used.
The primary balance was 28 billion 651 million lira in October last year, and 50 billion 53 million lira in the same month this year.
Non-interest budget expenditures increased by 63.1 percent compared to the same month last year, reaching 819 billion 260 million lira. The realization rate of non-interest expenses according to budget appropriations was calculated as 8.3 percent last month, while it was 10.2 percent in the same month of 2023.
In October, personnel expenses increased by 78.2 percent compared to the same month of the previous year and reached 241 billion 575 million lira. 9.5 percent of the 2 trillion 553 billion 495 million lira appropriation foreseen in the budget for personnel expenses was used.
State premium expenses for social security institutions increased by 75.3 percent in October compared to the same month of the previous year, reaching 29 billion 32 million lira, and 9.3 percent of the 312 billion 451 million lira appropriation foreseen in the budget was used.
In the said period, 9.3 percent of the 679 billion 766 million lira appropriation foreseen in the budget for the purchase of goods and services was spent. In October, the expenditure for the purchase of goods and services amounted to 63 billion 100 million lira, an increase of 30.5 percent.
Current transfers increased by 72.7 percent in October compared to the same month of the previous year and reached 350 billion 192 million lira. 8.2 percent of the 4 trillion 266 billion 709 million lira appropriation foreseen in the budget was used.
While capital expenditure was 103 billion 889 million lira in October, capital transfer was calculated as 9 billion 205 million lira. Lending expenses amounted to 22 billion 265 million lira.
Interest expenses reached 136 billion 219 million lira, an increase of 103.9 percent compared to the same month last year.
BUDGET REVENUES
While central government budget revenues were 473 billion 750 million lira in October last year, they increased by 62.4 percent to 769 billion 207 million lira last month. According to the budget forecast, the realization rate of budget revenues in October was 9.6 percent in 2023, while it was 9.1 percent last month.
Tax revenue collection increased by 57.2 percent last month compared to October 2023, reaching 643 billion 605 million lira. While the realization rate of tax revenues according to the budget estimate was 9.6 percent in 2023, it was calculated as 8.7 percent last month.
General budget non-tax other revenues increased by 96.1 percent to 106 billion 448 million lira. The own revenues of special budget administrations were recorded as 16 billion 221 million liras, and the revenues of regulatory and supervisory institutions were recorded as 2 billion 935 million liras.
In terms of tax types, in October compared to the same month of the previous year, income tax was 121.2 percent, corporate tax was 7.9 percent, domestic value added tax was 66.1 percent, special consumption tax was 42.7 percent, banking and insurance transactions tax was 154.7 percent. , value added tax on imports increased by 15.4 percent, stamp duty by 87.2 percent, duties by 79.5 percent and other taxes collection by 30.4 percent.
REALIZATIONS IN THE JANUARY-OCTOBER PERIOD
While central government budget expenditures were 4 trillion 521 billion 796 million lira in the January-October 2023 period, they increased by 79.4 percent to 8 trillion 114 billion 115 million lira in the same period of this year. Thus, 73.2 percent of the 11 trillion 89 billion 37 million lira appropriation foreseen for central government budget expenses in 2024 was used.
Non-interest budget expenditures increased by 77.3 percent in the January-October period compared to the same period last year, reaching 7 trillion 65 billion 211 million lira. The realization rate of non-interest expenses according to budget appropriations was calculated as 71.8 percent.
While personnel expenses increased by 105 percent in the said period to 2 trillion 248 billion 311 million lira, 88 percent of the 2 trillion 553 billion 495 million lira appropriation foreseen in the budget for personnel expenses was used.
State premium expenses for social security institutions increased by 79.5 percent in this period compared to the same period last year, reaching 275 billion 599 million lira, and 88.2 percent of the 312 billion 451 million lira appropriation foreseen in the budget was spent.
In the January-October period, 76.1 percent of the 679 billion 766 million lira appropriation foreseen in the budget for the purchase of goods and services was used. During this period, the expenditure for the purchase of goods and services amounted to 517 billion 568 million lira, an increase of 60.6 percent.
Current transfers increased by 69.2 percent and reached 3 trillion 90 billion 522 million liras. 72.4 percent of the 4 trillion 266 billion 709 million lira appropriation foreseen in the budget was used.
In the said period, 636 billion 751 million liras of capital expenditure and 61 billion 691 million liras of capital transfer were made. Lending expenses were calculated as 234 billion 769 million liras.
Interest expenses increased by 95.1 percent and reached 1 trillion 48 billion 905 million lira.
While central government budget revenues were 3 trillion 913 billion 733 million lira in the January-October period of last year, they increased by 75.1 percent to 6 trillion 853 billion 826 million lira in the same period of this year. According to the budget estimate, the realization rate of budget revenues in the January-October period was 79.4 percent in 2023, while it increased to 81.2 percent in the same period this year.
Tax revenue collection increased by 70.4 percent in the said period compared to the January-October period of last year, reaching 5 trillion 777 billion 663 million liras. The realization rate of tax revenues according to the budget estimate was recorded as 78 percent.
General budget non-tax other revenues increased by 105.7 percent and reached 899 billion 877 million liras. The own revenues of special budget administrations were calculated as 139 billion 256 million liras, and the revenues of regulatory and supervisory institutions were calculated as 37 billion 30 million liras.
In terms of tax types, in the January-October period, compared to the same period of the previous year, income tax was 120 percent, corporate tax was 36.9 percent, domestic value added tax was 97.4 percent, special consumption tax was 60.5 percent, banking and insurance transactions tax was 173 percent, 8, value added tax on imports increased by 45.9 percent, stamp duty by 78.8 percent, duties by 54.9 percent and other tax revenues by 48.9 percent.
