The following is known about how sanctions are dealt with:
- Immediately after signing, the US Treasury Department issued Exemptions for the export of Iranian crude oil as well as petroleum products and derivatives. These exceptions should also apply to all related services such as bank transfers, insurance and transport.
- According to the text, the USA undertakes “all kinds of sanctions”, that currently exist against Iran, including those contained in resolutions of the UN Security Council and the International Atomic Energy Agency (IAEA) as well as “all unilateral US sanctions” against Tehran. The schedule for this should be part of the final agreement.
- The US is committed to continuing talks on a final agreement to release “frozen or restricted assets” of Iran and to make it “fully available” for use by the Central Bank of Iran. The condition for this is the implementation of the points agreed in the framework agreement.
- The United States should work with partner countries on a comprehensive plan to advance Iran’s reconstruction and economic development. The USA and partners should do one Secure at least $300 billion in financing.
Iran reiterates position that it will never have nuclear weapons
On February 28, the USA and Israel began their attacks on Iran, which responded, among other things, with attacks on Israel and on US military bases and other targets in the Gulf region. The ceasefire, which has been broken several times, has been in effect for a good two months. A stated aim of the war was to stop Iran from developing atomic bombs. The text, released by a US official, said: “The Islamic Republic of Iran reiterates that it will never produce nuclear weapons.”
The US and Iran agreed that the issue of highly enriched uranium and “all other mutually agreed upon nuclear-related issues, including Iran’s nuclear needs” would be “appropriately” addressed in the final agreement. The minimum measure is a dilution of the material under the supervision of the IAEA.
According to CNN, this addition was not included in an earlier draft agreed upon by Trump and Iranian Parliament Speaker Mohammed Bagher Ghalibaf. Until this final agreement is reached, both sides should maintain the current “status quo” – Iran with its nuclear program and the USA by not imposing new sanctions or increasing its troops in the region.
How does Hezbollah react?
There are other open questions: Will the Hezbollah militia adhere to a ceasefire as long as Israel occupies areas in southern Lebanon that have been declared “protected zones”? And how will Iran behave if the military conflicts between Israel and Hezbollah continue? Will he then make good on his threat and attack Israel? The Islamist Hamas in the Gaza Strip is also one of Iran’s allies. Does the ceasefire also apply to the Gaza Strip?
300 billion for reconstruction in Iran
The money from the $300 billion private investment fund will only flow after a final agreement has been reached. More than half of the sum has already been committed, several media outlets reported, citing a person familiar with the matter.
