With the work carried out by the Revenue Administration (GİB) of the Ministry of Treasury and Finance, a record was broken by submitting approximately 5.5 million tax returns for the earnings earned last year, and 401 thousand taxpayers filed their returns for the first time.
The declaration period has ended for income taxpayers who are actually taxed due to their commercial, agricultural and professional activities, and for taxpayers whose income consists only of wages, rent, movable capital income or other earnings and revenues.
Millions of taxpayers used the Ready Declaration System developed by the Revenue Administration to declare their earnings last year.
Thanks to content and services such as SMS notifications, public service announcements, educational and guiding videos, call center services and guides, there was an increase in both the number of declarations and the tax amount.
A record was broken in the number of declarations
During the declaration period that continued throughout March, 2 million 899 thousand declarations were submitted by income tax payers in terms of commercial, agricultural and self-employment earnings. The number of declarations was recorded as 2 million 747 thousand last year and 2 million 604 thousand in 2024.
The increase in the number of declarations in the last three years attracted attention. While the number of declarations submitted by those earning commercial, agricultural and self-employment income increased by 11 percent in the three-year period, the declared base amount reached 270.4 billion lira for 2023 income, 512.9 billion for 2024 period income and 897.3 billion lira for 2025 income.
Thus, there was a 232 percent increase in the total tax base amount declared by these taxpayers in the last three-year period.
2 million 558 thousand taxpayers who earned income from rent, wages, movable capital income and other types of earnings and revenues also submitted their declarations through the Ready Declaration System. While 1 trillion 458 billion lira tax base was declared by the taxpayers who submitted the declaration, the calculated tax amount increased to 446 billion lira.
Accordingly, the increase rate in the declared base was 70 percent compared to last year and 265 percent compared to the previous year. The increase in the calculated tax amount was determined as 67 percent compared to last year and 252 percent compared to the previous year.
As a result of the work aimed at taxpayers who did not submit a declaration despite earning income in previous years, 37 thousand declarations for 2024 and previous years have been submitted since the beginning of the year.
According to GIB data, while 4.4 million declarations were made in 2024 and approximately 5 million declarations last year, the total number of declarations submitted this year increased by 24 percent compared to 2024, reaching a record level of 5 million 457 thousand.
While the total declared income tax base was 669 billion liras for the incomes obtained in 2023 and 1 trillion 370 billion liras for the incomes obtained in 2024, it increased to 2 trillion 355 billion liras this year.
The calculated tax amount was recorded as 202 billion lira for 2023 and 411 billion lira for 2024. This amount increased by 247 percent in the three-year period, reaching 702 billion lira, based on the earnings obtained last year.
These results also showed that there was an increase in taxpayers’ voluntary tax compliance over the three-year period.
401 thousand taxpayers filed their returns for the first time
For the year 2025, 401 thousand taxpayers filed their declarations for the first time by establishing liability for rent, wages, movable capital income and other earnings and revenues.
After the income tax declaration period, a thank you SMS was sent by the Revenue Administration to taxpayers who filed their returns on time and paid their first installment.
The Presidency started working to identify taxpayers who did not declare their income or who made incomplete declarations, especially those who earned income in 2025 and did not file a declaration despite reminders. The information of these taxpayers will be sent to the tax offices to take penal action against them.
In this process, taxpayers who want to pay their taxes also have the opportunity to file a declaration with regret via the Digital Tax Office (dijital.gib.gov.tr) or the Ready Declaration System (hazirbeyan.gib.gov.tr) and pay taxes by debit or credit card through these systems.

In his evaluation on the subject, Minister of Treasury and Finance Mehmet Şimşek pointed out that the Presidency has significantly increased its detection and audit capacity regarding unregistered activities and said, “Taxpayers who did not declare their income in 2025 on time or made an incomplete declaration can file a return by taking advantage of the regret provisions. Voluntary compliance is of great importance for tax justice and sustainability of public finance. Tax loss penalties are not imposed on taxpayers who file returns by taking advantage of the regret provisions.” he said.
Congratulating the Revenue Administration staff who contributed to these results both in terms of taxpayer services and through analysis and field studies in this process, Şimşek said, “Thanks to the determined implementation of our Medium-Term Program, we increased justice and efficiency in taxation and achieved record increases in the number of declarations, tax collection and base amounts in the last three years.” he said.
