The news that will upset ‘YouTubers’ came from RTÜK. The President of the Radio and Television Supreme Council (RTÜK), Ebubekir Şahin, stated in a television program he attended the other day that a new regulation was being prepared regarding the video platform ‘YouTube’ and said, “New digital media must comply with Turkish laws and obtain a license. Those who make news and programs on YouTube will have to obtain a license from RTÜK”, while also stating that supervision will increase on ‘YouTube’. While the question of how the supervision and regulations will be after the statement was made was a matter of curiosity, experts provided important information.
A POSITIVE STEP
AMATEURS’ RIGHTS ARE PROTECTED
Prof. Dr. Kırık emphasized that automatic notification systems could be created through the platform and thus content producers could register directly with RTÜK, and said: “Periodic inspections can help identify unlicensed content. The combination of these methods minimizes the risk of self-censorship. This regulation can both protect the rights of amateurs and create a certain standard of quality in content production by ensuring that amateurs can operate on a legal basis. RTÜK’s aim is to ensure that broadcasts remain within the legal framework and there is no ideological discrimination in this process. However, in cases where necessary and legal regulations are not complied with, restrictions may be imposed on certain channels or content.”
IT MEANS LEGAL ACCEPTANCE
Lawyer Gizem Gonce stated that no intervention is made on content broadcast on YouTube other than child sexual abuse content, and listed the following warnings:
“All broadcasts except personal broadcasts are under the supervision of RTÜK. New digital applications and sharing that emerge with the development of technology must be made in accordance with the legal system and legal rules. With the new regulation, it will be mandatory for people who make news and programs on YouTube to obtain a license from RTÜK. Citizens will have the right to obtain a 10-year license by paying a certain fee for the licenses to be issued by RTÜK. “With the new regulation, people broadcasting on YouTube will have accepted the legal meaning and importance of the broadcasts they make with the license they received from RTÜK.”
RISK OF RESTRICTION!
Gonce, who underlined that amateur broadcasters on YouTube will continue to broadcast with the license granted by RTÜK, said, “This situation will affect many people negatively and will cause those who cannot pay the license fees to not be able to broadcast. The new statement and regulation, It brings to mind that broadcasts made via YouTube will be subject to RTÜK control and there may be restrictions.”
