New vehicles to be sold as of July 1, 2025 were also included in the National Vehicle Identification System (UTTS), which will be put into operation by the Ministry of Treasury and Finance to monitor the fuel market.
The Ministry’s Communiqué on Amendments to the National Vehicle Identification System Implementation General Communiqué was published in the Official Gazette and entered into force.
The Communiqué regulates the principles regarding the establishment of UTTS at fuel stations and the automatic sending of license plate information during fuel sales to new generation fuel pump payment recording devices using the system in question, in order to ensure equal competition in the fuel market and to effectively combat the informal economy.
Within the scope of the system in question, it is envisaged to install a Vehicle Identification Unit (TTB) that can be mounted on the tank entrance of the vehicles and that stores the vehicle’s license plate information, taxpayer information, etc. in its memory, and allows this information to be automatically transmitted to the new generation pump payment recorder devices to which the pump units are connected during fuel purchase via the Vehicle Identification Reader device (TTO). With the system, this information in the TTBs will be automatically transferred to the new generation pump payment recorder devices via the TTOs to be installed on the fuel pump nozzles, thus eliminating the need to enter the license plate information manually.
The system in question will start as of January 1, 2025, for vehicles acquired by taxpayers through rental or incorporated into a business and used in business.
According to information obtained from the Ministry, with the amendment to the circular, the scope of vehicles to be included in the system in question has been expanded. In addition to vehicles used by taxpayers, new vehicles and vehicles using special vehicle identification systems will also be included in the scope of UTTS.
