For the purpose of inspection of daily flats, it has been made mandatory to obtain a permit from the Ministry of Culture and Tourism for renting houses for tourism purposes as of January 1, 2024. By law, homeowners who have a ‘Housing Permit for Tourism Purposes’ will be able to rent their homes to local or foreign people for 100 days at a time or for less than 100 days. According to the data of the Ministry of Culture and Tourism, the number of houses that received permits in 2024 was 22 thousand 939. While rental permits were obtained for residences for tourism purposes, Muğla was the city that received the highest number of permits with 6 thousand 573 residences. The number of residences with permits was announced as 4 thousand 899 in Antalya, 2 thousand 250 in Istanbul, 1,959 in Izmir, 1,161 in Balıkesir, 138 in Bursa, 535 in Çanakkale, 1,235 in Edirne, 356 in Mersin. As you may remember, Airbnb was banned and this system was replaced.

Due to applications such as Airbnb, rental prices in tourist areas increased by 20-30 percent, which also had a negative impact on long-term rentals.

HIGH TOURISM POTENTIAL

All Entrepreneur Real Estate Consultants Association Bodrum Provincial President Sevil Ece Gümüş Kapar stated that the short-term house rental system has grown uncontrolled and led to price increases in the real estate and tourism sectors, and explained the advantages of the new system. Grabs, “The main reason why Muğla ranks first in the number of licensed residences in Turkey is its tourism potential. Centers such as Bodrum, Marmaris and Fethiye are among the points in high demand from local and foreign tourists. Muğla’s natural beauties, sea tourism, historical and cultural riches make the region a favorite of both summer vacationers and short-term holidaymakers. “The presence of many daily rental houses suitable for different budgets in the region diversifies the housing supply and meets the demand,” he said.

TAX REVENUES WILL INCREASE

“With the new system, approximately 2 billion TL tax revenue is expected from short-term rentals by 2024,” said Gümüş, adding, “In addition, guest satisfaction and housing security have been increased by making identity registration and security standards mandatory. While the new system provides control and transparency in the sector, homeowners It brought additional costs and bureaucratic burden. With the increase in the number of registered residences, unfair competition in the sector began to be prevented. “It has been observed that prices in touristic areas have stabilized by 10 percent,” he said.

EXPLOSION IN TOURISM REGIONS

Marmaris Real Estate Consultants Association official Çetin Aksu pointed out that the interest in Muğla, especially in the coastal region, is increasing day by day and this is reflected in the accommodation prices. Explaining that citizens are turning to detached houses instead of all-inclusive hotels to reduce their holiday costs, Aksu said, “These demands have naturally created opportunities for homeowners to earn money, provided that they comply with the legislation. But This type of accommodation, other than hotels, solves the housing problem of citizens living in touristic places. “It has caused them to face high rents,” he said.

THEY CAN SEAL

Real Estate Lawyer Sinan Keskin explained the penal procedures against those who rent without a Housing Permit for Tourism Purposes as follows: “An administrative fine of 100 thousand TL will be imposed for each residence for which a permit is not obtained. If a permit is not obtained within 15 days, if the activity continues, a fine of 500 thousand TL will be imposed.” An administrative fine will be imposed. If the same house is rented more than four times in a year, an administrative fine of 1 million TL will be implemented. “According to legal regulations, in some cases, residences may be sealed or the activity may be stopped,” he said. Keskin added that if the rental activity continues without permission, the activities may be completely stopped by the competent authorities.
