According to the compilation made by AA correspondent from the OVP covering the period 2025-2027, policies aimed at accelerating the green transformation process for sustainable growth will be implemented, compliance with international regulations will be strengthened, and the use of renewable energy resources and energy efficiency will be increased.

Basic legislative preparations that address climate change-related practices in a holistic manner will be completed and put into practice.

The preparation work for the “Second National Contribution Declaration”, which includes commitments and targets for reducing greenhouse gas emissions and adapting to climate change, will be completed, as will the 2053 “Long-Term Climate Change Strategy”.

A carbon pricing mechanism will be established to reduce greenhouse gas emissions in order to maintain competitiveness in the green transformation process, minimize the effects of the Border Carbon Adjustment Mechanism (BCDM) and support the transition to a low-carbon economy.

The impacts of the European Green Deal and SKDM on sectors will be evaluated, and low-carbon sectoral roadmaps will be completed for sectors that will be affected by European Union (EU) regulations.

Taxes that qualify as carbon taxes will be reviewed and the economic and social impacts that carbon pricing instruments, including complementary carbon taxes, will have on the development and investment environment will be analysed.

SUPPORT FOR TRAINING AND CONSULTANCY SERVICES FOR GREEN TRANSFORMATION

The “Green Finance Strategy and Action Plan” that will contribute to the green transformation will be implemented.

Legislative work will be completed to create a “National Green Taxonomy” that is compatible with international taxonomy examples, especially the EU taxonomy, and that takes Turkey’s needs into consideration.

In order to create a financial market environment that provides information that is realistic and appropriate to the needs in the sustainable economic transformation, standards and an expert pool will be established for businesses to prepare corporate sustainability reports.

“NET ZERO EMISSION STRATEGY AND ACTION PLAN IN TRANSPORTATION” WILL BE IMPLEMENTED

A national plan for high-capacity charging stations in the logistics sector will be put forward. A charging station network will be developed to popularize electric vehicles, and training and consultancy services for green transformation, especially with the use of domestic electric vehicles, will be supported.

Legislative work on assessing Turkey’s heat potential is underway
In order to evaluate Turkey’s heat potential and use waste heat, the necessary legislative arrangements regarding heat supply will be made.

Electricity production from renewable energy sources will be increased, thus reducing dependency on imported energy sources, Renewable Energy Resource Area (YEKA) projects will be developed that will include the requirement for the use of domestic products, and studies will be conducted to evaluate the potential of offshore wind energy. Projects that increase energy efficiency will be supported, with priority given to energy-intensive sectors, taking into account competitiveness and domestic production.

Green buildings with high renewable energy usage rates and energy efficiency will be expanded, as will the “National Green Certificate System” for these buildings. R&D and innovation activities will be supported to achieve the position of technology provider in technology fields within the hydrogen value chain.

The “National Circular Economy Action Plan” will be implemented, national recovery rates will be increased and industrial symbiosis practices will be encouraged.

By following the legislation on eco-design and sustainable products in the manufacturing industry, legislation will be developed for the calculation and monitoring of carbon footprint and other environmental indicators, and the necessary digital infrastructure will be supported.

Investments that are compatible with the circular economy approach and aim for low-carbon production will be supported within the scope of the Green Transformation Support Program.

Zero waste practices will be expanded. Within the framework of sustainable forest management, forest assets will be preserved and expanded, new sink areas will continue to be created, and industrial plantation activities will continue on suitable lands.
