Is there peace for Ukraine after Dschidda?

In Saudi Arabia, the United States of Ukraine caught willingness to a temporary ceasefire with Russia. Now Moscow still has to agree. Is that the first step towards peace?

After marathon negotiations in Saudi Arabia, Kyiv and Washington presented the Ukraine secretary. Ukraine has given its fundamental approval to a ceasefire forced by the USA. The result was relieved internationally after the relationships between Ukraine and its most important ally had previously deteriorated massively after a scandal between US President Donald Trump and his Ukrainian colleague Wolodymyr Selenskyj in the White House.

Both sides spoke of a compromise and even a breakthrough after the negotiator. A subsequent explanation published then gave first insights into the agreements made. Washington and Kyiv were particularly agreed: now Moscow is on the train.

The Ukrainian side gave up several positions in the conversations. The proposal of an initially limited ceasefire in the air and sea was rejected by the European partners. Kyiv agreed to a comprehensive fire break for 30 days. The Ukrainian side also refrained from the prerequisite that security guarantees should already be granted before the fire is set. In return, the United States took up its arms deliveries and also approved the previously posted disclosure of intelligence data.

Kiev admits that responding to the US demand for a complete ceasefire is a compromise, but does not talk about concessions.

In the joint explanation of Dschidda, the long -discussed raw material agreement, the signing of which failed in Washington, is mentioned in a separate paragraph. The US side’s statements allow the conclusion that the previously known document revised again or that the follow-up contract could consider the claims originally raised by US President Donald Trump.

The withdrawal of the Ukrainians from the Russian area of ​​Kursk on the battlefield takes place under strong pressure from the Russian army. However, it cannot be ruled out that this could be part of the agreement between the United States and Ukraine in order to make Moscow advisors.

How does Russia react?

Moscow initially reacted cautiously. The Kremlin is waiting for “detailed information” on the negotiations in Dschidda from the USA, it said. “We have also planned contacts with the Americans these days, where we expect to receive complete information,” said Kreml spokesman Dmitri Peskow of the state news agency TASS. There will only be an answer after studying the proposals.

Foreign Minister Sergei Lavrow showed in parallel to ensure that Moscow wanted to remain with his maximum demands during the peace negotiations. He sees little space for compromises. “This is not about territories, but about people who have been used by laws,” said the Russian chief diplomat in an interview, which means that he means Ukrainian laws, which, according to Moscow, discriminate against the Russian -speaking population of Ukraine.

France’s President Emmanuel Macron initially spoke out for a waiver of air strikes and sea attacks, as it was easier to monitor. Kyiv took over this reasoning and insisted on the granting of security guarantees.

Both Moscow and Kiev previously criticized suggestions for fire breaks, referring to the experiences between 2014 and 2022 in eastern Ukraine. The agreements at that time were broken again and again.

Effective monitoring along the then much shorter front line between Ukrainian troops and the separatists supported by Moscow was not possible despite the use of a mission by the Organization for Security and Cooperation in Europe (OSCE). So far, both parties to the warring also spoke out against a ceasefire without a comprehensive peace agreement, since none of the two sides are interested in the mere freezing of the war.

What means of pressure if Russia does not play?

Critics criticize that the sanctions against Russia, which have increasingly tightened for three years, have not brought anything. In fact, Russia did not give in – and in 2024 even demonstrated an economic growth based on the armaments industry.
