With the Law No. 7596 adopted by the Turkish Grand National Assembly and the procedures and principles determined by the Capital Markets Board (CMB), the payment process for investment funds within the scope of extraordinary liquidation has become clear. While the first interim payments will start today, priority will be given to money market funds in the payments to be made through Ziraat Bank and İş Bank. So, when will fund payments start? To whom and how will fund payments be made? Details are in our news.
WHEN WILL FUND PAYMENTS START?
The first interim payments in funds under extraordinary liquidation begin as of October 30, 2026. The Law No. 7596 dated 22 October 2026 on Certain Investment Funds Decided to be Liquidated entered into force by being published in the Official Gazette on 27 October 2026. With the decision of the CMB dated the same date and numbered 76/1903, the procedures and principles of the payment process were determined.
After the first payments, it is planned to create new resources by converting the assets of the funds into cash and to give priority to investors who cannot receive payments. The payment process is expected to be completed within 1-2 weeks, around mid-November.
TO WHOM WILL FUND PAYMENTS BE MADE?
Investors who hold participation shares in investment funds within the scope of extraordinary liquidation will be able to benefit from interim payments in line with the specified conditions. Investors’ payment rights will be determined by comparing the records of the Central Registry Agency (MKK) and the institutions carrying out the liquidation procedures.
In addition, investors whose participation shares are blocked in transactions that cannot be carried out due to the fund’s default or the share price not being disclosed despite being submitted to TEFAS on or before September 17, 2026, will also be evaluated within the scope of the regulation.
HOW WILL FUND PAYMENTS BE MADE?
Fund payments will be made through Ziraat Bank and İş Bank. Priority in the payment process will be given to investment funds with the phrase “money market” in their title.
If the cash in the fund’s safe is not sufficient to cover the receivables of all investors, payments will start from the lowest amount and progress gradually to the highest amount. Thus, the aim is to make payments to as many small investors as possible with available resources.
In the future, new resources will be created through the sale of funds’ assets, remaining cash balances in the funds and voluntary returns. With the resources obtained, priority will continue to be given to investors who have not yet received their payments.
