The Europeans are demonstratively supporting Ukraine: several allies have pledged to set up a joint force for the invaded country.

Chancellor Friedrich Merz (CDU) and numerous other European heads of state and government are calling for a multinational force to secure a ceasefire in Ukraine. The European-led and US-backed force will support the country’s armed forces and ensure the security of the airspace and seas, according to a joint statement adopted in the evening at Merz’s meeting with the Europeans in Berlin. This should also happen “through operations within Ukraine,” it explicitly states.

Russia has so far categorically rejected the use of troops to monitor a ceasefire and stated that troops from NATO countries would clearly be seen as a military target and would be destroyed.

The paper said both the United States and European leaders have expressed support for working together to provide Ukraine with robust security guarantees and economic reconstruction support in the context of an agreement to end the war.

According to the statement, in addition to the multinational force, this would include the following commitments:

The statement emphasizes the great agreement between Europeans, Ukraine and the USA. The signatories called on Russia to accept a ceasefire and agree to the US plan to end the war.

Delegations from the USA and Ukraine had been negotiating the modalities for a ceasefire in the Chancellery since Sunday. Merz had called together European heads of state and government that evening to discuss how to proceed. Ukrainian President Volodymyr Zelensky and representatives of the US negotiating delegation also took part in the evening meeting in the Chancellery.
