“The concept of development has a broader meaning than economic growth. In addition to growth, it is essential to increase social welfare, protect the environment and strengthen participation in all areas.

The negativities experienced in the social sphere after the pandemic were felt in our country as well as all over the world. While UN sustainable development indicators have gone backwards in this process, social policies have been negatively affected in many countries.

In all our plans and programs, we act with an understanding that, while ensuring stable growth and increased employment, also takes into account the social effects of growth.

We continue our improvement policies in the social field with macro, sectoral and micro intervention policies. In this context, the results of the Income and Living Conditions Survey 2024, whose income reference year is 2023, show that we have made a certain progress in this field.

According to the results of the research, in 2023, the share of the 20 percent group with the highest equivalent household disposable income in total income decreased by 0.6 points compared to the previous year, reaching 48.1 percent, while the share of the 20 percent group with the lowest income decreased by 0. It increased by 2 points to 6.3 percent. The P80/P20 ratio, which is used to monitor the developments in income inequality and is calculated as the ratio of the share of the highest-earning 20 percent of society to the share of the lowest-earning 20 percent, decreased by 0.2 points compared to the previous year and reached 7. It decreased to 7. In addition, the Gini coefficient was estimated as 0.413, a decrease of 0.007 points compared to the previous year. All these indicators point to a decrease in inequality in income distribution.

In our 2025 budget, we demonstrated a citizen-oriented approach that protects and protects all segments of society. We are supporting our citizens in need by increasing the size of our social aid budget to 651 billion lira in 2025. We allocated 472 billion liras in the 2025 budget so that our citizens can use cheaper electricity and natural gas. As of January 2022, we will keep the minimum wage exempt from tax. In this context, we foresee a total tax exemption of 853 billion lira, 810 billion lira of which is income tax and 43 billion lira of stamp duty. When we take into account natural gas and electricity subsidies and the exemption of the minimum wage from tax, the resources we allocate for social expenditures reach 1 trillion 976 billion lira.

We will continue to strengthen our human capital and social structure and improve income distribution with comprehensive policies, especially education, health, employment and social supports. “The decrease in inflation, which we are fighting against decisively, will also make positive contributions to income distribution.”
