The regulation that requires businesses as well as consumers to make payments for goods or services over 7 thousand liras through banks and financial institutions has come into force.
The Communiqué on Amendments to the Tax Procedure Law General Communiqué prepared by the Revenue Administration of the Ministry of Treasury and Finance was published in the Official Gazette.
According to the regulation that expanded the scope of the obligation to prove collections and payments in order to combat informality more effectively and contribute to the spread of taxes to the base, it became mandatory for non-taxpayers to make payments over 7 thousand liras to taxpayers through banks, financial institutions or postal administrations.
While the regulation covers collections and payments made as of today, if the documentation obligation regarding the collections and payments within the scope is not complied with, separate penalties will be imposed on both the recipient and the person making the payment. In order to impose a fine, it will not be taken into account whether the person making the payment is a taxpayer or not.
THOSE WHO DO NOT HAVE A BANK ACCOUNT OR CREDIT CARD WILL ALSO ENCOURAGE THEIR PAYMENTS.
Since people who do not have a bank account or do not use a credit card will have to certify documents related to payments over 7 thousand liras, the obligation of documentation will be complied with if these people make their payments to the sellers’ accounts by going to banks or PTT branches or ATMs. will be counted.
In the statement made by the Ministry, the regulation in question was also explained with an example.
In the statement, “If a consumer who does not have any bank account or does not use a credit card goes to the seller’s bank branch and deposits the price of a product he bought for 15 thousand liras into the seller’s account, the buyer and the seller will not be penalized. However, if the consumer pays the product price of 15 thousand liras to the seller in cash, the seller “Even if this amount is deposited into its own bank account, it will be deemed that the documentation obligation has not been complied with, so penal action will be applied separately to the buyer and the seller. Thus, it is aimed to increase the effectiveness of the fight against the informal economy by including end consumers who are not taxpayers within the scope of the documentation obligation regarding collections and payments.” The statement was included.
