The Ukrainians have apparently not yet sent the draft peace plan, which was revised with the help of European allies, to the USA. “We are working at the level of our advisers, today and tomorrow. I think we will hand him over tomorrow,” Zelenskyy told journalists, public broadcaster Suspilne reported on Tuesday evening. There is a 20-point framework document “that is constantly changing”, a paper on security guarantees and a third on reconstruction. “This will take effect when the war ends or a ceasefire is reached,” Zelensky said.

At the same time, he again denied the Russian leadership any desire for peace. “As for Russia, we only see their attacks. Attacks on energy facilities. People are without electricity,” Zelensky said. The attacks prove that Russia is not interested in the peace process, even if Moscow publicly claims otherwise.

At the end of November, the US government presented Kiev with a 28-point peace plan that was widely criticized as a “Russian wish list” and a de facto declaration of surrender by Ukraine. Elements of this, such as a complete withdrawal of Ukrainian troops from the eastern Donetsk and Luhansk regions as well as an amnesty for war crimes, are rejected by Zelensky’s leadership.

The US reaction to the revised version of the peace plan could trigger renewed tensions with Kiev and the Europeans. “The openly anti-Ukraine positions have been removed,” Zelensky said on Monday. What exactly the latest version of the draft looks like is not publicly known. Trump recently said in an interview about Zelensky and a deadline for accepting the peace plan: “He has to finally pull himself together and accept things.”
