The conflict with Serb leader Milorad Dodik in Bosnia and Herzegovina continues to rock: The Bosnian public prosecutor ordered the arrest of Dodik by Bosnian police officers on Wednesday. As the spokeswoman for the federal police, Jelena Miovcic, explained, the public prosecutor’s office Dodik wants to interrogate. The same applies to the parliamentary president of the Republika Srpska, Nenad Stevandic, and Prime Minister Radovan Viscovic.
The background to the public prosecutor’s office against Dodik is due to “attack on the constitutional order” of the state of Bosnia and Herzegovina. Dodik refused to testify as part of the investigation. In a statement by Banja Luka on Wednesday, he advised the Bosnian central police not to proceed against him.
Dodik recently unilaterally declared the jurisdiction of the judiciary and police of the Bosnian central state for the republica Srpska, which is mainly inhabited by Serbs, although the Republika Srpska is part of Bosnia and Herzegovina. The Bosnian Serb leader had also called Bosnian Serbs in the authorities of the Central State to leave their positions and instead join the Republika Srpska institutions.
Dodik later emphasized that there was no plans for violent escalation, but the part of the country he led had “the ability to defend itself, and we will do that too”.
The Prorussian Serb leader had previously signed a law with the police and judiciary of the Central State from the Republika Srpska. This is intended to restrict the influence of the central government in the area. The advance was a reaction to a court ruling against Dodik, which was sentenced to one year in prison for disregarding the high representative of the UN for Bosnia and Herzegovina.
With a view to the request to arrest Dodiks by the Bosnian public prosecutor, the Bosnian-Serbian Minister of the Interior Sinisa Kara announced that “nobody was arrested”. He told ATVB’s television station that his ministry would ensure that “the representatives of all institutions and all citizens” would be protected. A consultant of Dodik, Radovan Kovacevic, warned that the Republika Srpska will “with hardness” to answer “every form of radicalization from Sarajevo”.
Dodik could also speak on a parliamentary debate on Wednesday, which should advise on a new constitution for the Republika SRPSKA. The text design states that the Republika Srpska is “the state of the Serbian people and all citizens who live there”. It is also planned to draw the “sovereignty” of the Serbian part in the area controlled by him. The Serbian part of the country also has the “right” to terminate agreements with the central state. Observers assume that the Bosnian Serbs will try to achieve independence in the long run.
The new constitution, which is to follow a public debate after a possible acceptance in the parliament, also provides for a “right to self -determination” as well as the right to go into “federations or confederations with neighbors or other countries or states” – a hardly any veiled reference to a rapprochement with Serbia.
