Although the number of insured employees continues to increase in Turkey, the active/passive ratio is decreasing. A deterioration in the active/passive ratio was observed in 58 provinces compared to the beginning of the year. Active/passive balance is measured according to the “number of files” of people receiving monthly and income.

Since more than one person, such as a spouse or child, can receive a pension through the same file, two separate data are disclosed. In SSI data, the statistical deterioration in the active/liability balance over the years decreased to 1.63 as of June. At the beginning of the year, this rate was 1.6. Apart from the number of files, a similar picture emerges when looking at the number of people. At the end of 2023, there were 1.58 employees for every retired person receiving income. At the end of June, this rate decreased to 1.55.

When looked at by years, despite a 2-year partial decrease in SSI data between 2009 and 2017, there was an improvement in the active/passive ratio, and in 2022, 2.1 employees were reached for 1 retiree. In 2023 and 2024, with the EYT regulation, the number of retirees increased faster and the balance decreased to 1.63 again. Compared to EYT before, a 0.5 point decrease is achieved in the active/passive balance.

“BALANCE MAY BE DISTURBED FURTHER”

On the other hand, due to high inflation, those who will retire this year will receive higher pensions compared to those who will retire in 2025, causing a large number of people to pile up. Although there have been messages from the government that a temporary improvement can be made in monthly bonding rates, no commitment has been made yet.
