Although millions of women in Türkiye have spent years doing housework and caring for family members, they cannot adequately benefit from the rights provided by the social security system. This situation turns into an important security problem during retirement, especially for housewives who do not work in any insured job.

A comprehensive bill aiming to include the unpaid labor of housewives within the scope of social security was presented to the Turkish Grand National Assembly. The proposal, which consists of a total of 40 articles, envisages many regulations, from including the years spent at home to the insurance period to the premiums being covered by the Treasury.

IT WILL BE COVERED BY SSI AND LABOR LAW

The details of the regulation, which SSI Expert İsa Karakaş wrote in his column, are as follows:

“In the bill proposal, it is determined that the care burden placed on women’s shoulders and presented as a “natural feminine duty” disconnects women from education, working life, social life and most importantly, their own economic freedom. This determination is supported by TÜİK’s 2025 Time Use Research. According to this research, women spend an average of 4 hours and 3 minutes a day on housework and care, while men spend only 58 minutes!
