In the current system, in order for a content producer to be eligible for advertising and YouTube Premium revenue sharing, they must reach 1000 subscribers as well as 4 thousand hours of valid public viewing time in the last 12 months.
Alternatively, 10 million valid Shorts views must be reached in the last 90 days.
With the new regulation, content creators who will apply to the YouTube Partner Program for advertising and Premium revenue sharing will need to reach 8 thousand hours of qualified viewing time in the last 365 days.
For those who want to participate in the program via Shorts, the 90-day viewing requirement will be increased from 10 million to 20 million.
YouTube will thus double the viewing threshold in both categories.
YouTube announced that the new entry requirements will not affect content creators who are already in the YouTube Partner Program.
The company also stated that the entry thresholds for Fan Funding tools and YouTube Shopping products, which allow generating revenue directly from fans, will not change.
YouTube stated that more than 3 million content producers worldwide are included in the Partner Program and announced that the changes made are the first significant adjustments in the program since 2018.
A new era in Shorts in 2027
Making a separate change in the distribution of Shorts revenues, YouTube will require channels to have at least 10 million qualified Shorts views in the last 90 days in order to receive a share from Shorts ads and subscription revenues, starting from February 1, 2027.
Although channels falling below this level will not be completely removed from the Partner Program, Shorts revenue sharing will be stopped until the channel exceeds the 10 million view limit again.
