The central government budget balance had a deficit of 100.5 billion lira in September. The 9-month deficit exceeded 1 trillion TL. Interest expense in the budget in 9 months was 912.7 billion TL.
During this period, a deficit of 161.3 billion TL was observed in the primary balance. According to the data announced by the Ministry of Treasury and Finance, the budget balance had a deficit of 100.5 billion TL in September, while the primary balance had a surplus of 48.2 billion TL.
The statement made by the Ministry of Treasury and Finance is as follows:
“In September 2024, central government budget expenditures were 932.1 billion TL, budget revenues were 831.6 billion TL and budget deficit was 100.5 billion TL. In addition, non-interest budget expenses were 783.4 billion TL and primary surplus was 48 billion TL. It was realized as 2 billion TL.
While the central government budget had a deficit of 129 billion 218 million TL in September 2023, it had a deficit of 100 billion 464 million TL in September 2024.
While there was a primary deficit of 58 billion 454 million TL in September 2023, there was a primary surplus of 48 billion 213 million TL in September 2024.
Central government budget expenditures amounted to 932 billion 68 million TL as of September. Interest expenditures were 148 billion 678 million TL, and non-interest expenditures were 783 billion 390 million TL.
Out of the 11 trillion 89 billion 37 million TL appropriation foreseen for central government budget expenses in 2024, 932 billion 68 million TL was spent in September. In the same month of last year, 570 billion 482 million TL was spent.
Budget expenditures in September increased by 63.4 percent compared to the same month of the previous year. The realization rate of expenses according to budget appropriations was 10.2 percent in 2023 and 8.4 percent in 2024.
Non-interest budget expenditures increased by 56.8 percent compared to the same month of the previous year and reached 783 billion 390 million TL. The realization rate of non-interest expenses according to budget appropriations was 10.1 percent in 2023 and 8 percent in 2024.
Central government budget revenues amounted to 831 billion 603 million TL as of September. Tax revenues were 732 billion 244 million TL, and general budget non-tax revenues were 83 billion 616 million TL.
While budget revenues were 441 billion 265 million TL in September 2023, they increased by 88.5 percent and reached 831 billion 603 million TL in the same month of 2024. According to the budget estimate, the realization rate of budget revenues in September was 9 percent in 2023 and 9.9 percent in 2024.
Tax revenue collection in September 2024 increased by 89.6 percent compared to the same month of the previous year and reached 732 billion 244 million TL. The realization rate of tax revenues according to the budget estimate was 9 percent in 2023 and 9.9 percent in 2024.
In the January-September period of 2024, central government budget expenses were 7 trillion 158.6 billion TL, budget revenues were 6 trillion 84.6 billion TL and the budget deficit was 1 trillion 74 billion TL. In addition, non-interest budget expenditures were 6 trillion 246 billion TL and the non-interest deficit was 161.3 billion TL.
While the central government budget had a deficit of 512 billion 602 million TL in the January-September period of 2023, it had a deficit of 1 trillion 74 billion 18 million TL in the January-September period of 2024.
While there was a non-interest deficit of 41 billion 738 million TL in the January-September period of 2023, there was a non-interest deficit of 161 billion 332 million TL in the January-September period of 2024.
Central government budget expenditures were realized as 7 trillion 158 billion 637 million TL as of January-September period. Interest expenditures were 912 billion 686 million TL, and non-interest expenditures were 6 trillion 245 billion 951 million TL.
In the January-September period of 2024, central government budget expenses increased by 81.1 percent compared to the same period of the previous year and reached 7 trillion 158 billion 637 million TL.
Non-interest budget expenditures increased by 79.4 percent compared to the same period of the previous year and reached 6 trillion 245 billion 951 million TL.
Central government budget revenues were realized as 6 trillion 84 billion 619 million TL as of January-September period. Tax revenues were 5 trillion 134 billion 59 million TL, and general budget non-tax revenues were 793 billion 429 million TL.
While budget revenues were 3 trillion 439 billion 983 million TL in the January-September period of 2023, they increased by 76.9 percent in the same period of 2024 and reached 6 trillion 84 billion 619 million TL.
Tax revenue collection for the January-September period of 2024 increased by 72.2 percent compared to the same period of the previous year and reached 5 trillion 134 billion 59 million TL.”
